100% working New xampp security concept: Access Forbidden Error 403
This setting can be configured in the file "httpd-xampp.conf".
open httpd-xampp.conf and change configuration.
Config File Location : Drive:\xampp\apache\conf\extra\httpd-xampp.conf

Original Lines.
Require local
ErrorDocument 403 /error/XAMPP_FORBIDDEN.html.var
Change it to for all access.
Require all granted
ErrorDocument 403 /error/XAMPP_FORBIDDEN.html.var
Change it to for IP Based access.
Order deny,allow
deny from all
Allow from 192.168.1.1
Allow from 127.0.0.1
Allow from localhost
Allow from ::1
ErrorDocument 403 /error/XAMPP_FORBIDDEN.html.var
